Tax Foreclosure Class Action Settlement
Clare County is participating in a settlement of claims for surplus proceeds from tax foreclosure auctions before 2021. The settlement is for properties that were sold for more than the outstanding taxes and expenses between 2013 and 2020. Class members are persons or entities that had an ownership interest in the property. The case is Fox, et al. v. Saginaw, County, et al. Case No. 1:19-cv-11887, pending in the United States District Court for the Eastern District of Michigan. More information is available at the official website for this settlement, which can be found at the link below. Class members should have received a notice of this settlement in the mail. If you think you are entitled to participate in the settlement and have not received a notice you can contact the claims administrator through the website. You must timely file a claim to participate in the settlement. The claims deadline is July 16, 2026.

Post Mark Changes for Time Sensitive Mail
The United States Post Office has changed their procedures for postmarks effective December 24, 2025. They will no longer be postmarking mail at the local post office branches. Mail will not be postmarked until after it reaches the processing facility.
If you send payment using the mail system, please send your payment in as soon as you can and/or take your mail into the post office and ask the postal clerk to manually stamp the postmark on the envelope (preferably in front of you).

After you put in your parcel number, name or address you will see the below tabs:
- Tab 1. Property Information: To look up property assessment information – owners, general information – property class, PRE, school district, etc…, land information, legal description, sale information, and building information.
- Tab 2. Tax Information: To view approximate current tax information due and payable to townships, villages, and cities. Also, to see the history of the original values billed by the townships, village, and cities. PRE DENIALS (homestead exemption denials) due that were ordered by the State of Michigan and/or local unit assessors will show up on this tab once processed by our office.
- Tab 3. Delinquent Tax Information: If taxes are currently delinquent, they will show up on this tab in a pink box to the right of the screen. Delinquent means any year prior to the year currently billed by the townships, village, and cities.
Tax Auctions:
The 2026 Public Land Auction is August 13, 2026. We will have more information around the 1st of July for the tax sale. Auction are online only at tax-sale.info.

Notice of Intention to Claim Interest in Foreclosure Sales Proceeds
New for 2021
The Michigan Legislature passed MCL 211.78t which allows those who hold title or equity interest in property at the time of foreclosure to claim remaining proceeds, if any, after sale or transfer of the property. Claimants begin this process by filing form 5743 with the County Treasurer by the July 1 immediately following the foreclosure date.

If your home was sold because of a property tax foreclosure, you can ask for any money that is left over after the taxes are paid. The above form is the first step. Please click on the link below for a helpful step-by-step guide.

If you have filed the above form by July 1st in the year of foreclosure, you will get a notice from my office giving you the accounting of the sale and what the remaining proceeds are (if any) by January 31st in the year after foreclosure. You will need to motion the court to obtain the proceeds. You can fill out and file the below motion form (cc540) with the court to get a court date. We need the courts approval to send out the proceeds so this step needs to be done. You will have until May 15th in the year after foreclosure. You can also hire an attorney to do the same.
Financial Hardship Policy & Application Form
Unpaid delinquent property taxes can lead to foreclosure and loss of your property after three years.
The County Treasurer has a hardship extension policy and application designed to delay foreclosure deadlines by one year for owners who are actively working to catch up on their delinquent property taxes. Please read the Financial Hardship Policy and fill out the Hardship Application. The completed application along with supporting documentation should be brought to the Show Cause Hearing on January 22, 2026 from 9:00 a.m. – 4:00 p.m., in the County Treasurer’s office.

If an extension is granted, it’s important to keep in mind that:
Interest and fees will continue to accrue
If the successive tax year is owed, both years will have to be paid to avoid tax foreclosure in the next year
We are currently selling 2026 & 2028 dog licenses.
Clare County offers 1- and 3-year dog licenses. To purchase a 3-year dog license, you need to have just received the 3-year rabies booster shot and have 3 years remaining until needed again. All licenses expire December 31st of the year purchased. Licenses can be purchased at the Treasurer’s office (at the Courthouse in Harrison). All dogs 4 months and older that reside within Clare County are required by law to always wear a Clare County dog license. A proof of current rabies vaccination is required for the license. If your dog is spayed or neutered, a copy of that record is also required for the discounted license.

Please remember that the rabies vaccination tag is not a dog license. You need to renew your dog’s license annually or every three years (if you purchased the 3-year license). Licenses are available year-round. If you do not renew your license prior to March 1st in the year following the expiration year on your previous tag, you will be charged the delinquent rate.
